First pick shield or armour. I would advise against armour first, it needs more skills you wouldn't otherwise already have from running as infantry. Its also much less forgiving in terms of how slow turning and the speed is. It is cheaper ISK-wise however.
Pick a role such as anti vehicle/installation or anti infantry. If your anti infantry go blasters, if your anti vehicle go with rail. Its probably easier to not pick a fight with a tank until you've gotten the hang of being under fire and surviving though.
Skill wise I'd recommend electronics, power grid and mechanics at 5. All are *1 so cheap enough. You'll also need the appropriate turret and HAV skills (though you can do without for the Sica). Next you need shield or armour skills. Finally you'll need to work on the rest of the fitting skills. (I'm not naming them here due to being away from PS3, look through the skills and you should see them).

I'd agree regarding Soma, however a Sica with great skills isn't too far from a Gunloggi. Your loosing 1 slot which is probably a hardner, but the cost difference can be significant.
Militia tanks are also the best to learn the ropes unless you have ISK to burn. Just expect to die. Part of the learning curve. |

Caveat, I have good shield, armour and excellent fitting skills. Lower SP players may need to upgrade from basic large shield mods to lower the fitting costs. This will significantly increase the total ISK cost. This fitting costs between 303k to 317k depending on large rail or blaster fit. Expect to get blown up by rail or any non-militia HAVs and any dedicated AV infantry. You can still operate with casual AVers on the field with good driving skills.
This fit with my skills has 4418 shield and 962 armour. Not too shabby for the cost. If your going to start spending double the ISK of the hull, you should be moving up to Gunloggi.

Alpha damage versus trickle damage. The latter is easier to activate reps and hardners. Catching a HAV cold with rail's is often difficult to come back from. Range is the other advantage rail has over blaster. |

Reduced splash damage and range. The real problem is the random missile spread. An unreliable weapon is a useless weapon. |

numerically better to be in shields
While armour tanks take reduced damage from forges, they are still just as effective in my book as armour tanks will take time to get in cover. |
